Municipality of Bitola — Council E-Voting

Secure e-voting application for city council (government)

City council decisions get formally voted on, and the Municipality of Bitola wanted that process to move online without losing any of the trust that comes with a public, verifiable vote. This is a government system used to make binding civic decisions, so the bar for "good enough" sits considerably higher than it would for a typical business application.

Councillors sign in with individually assigned access, cast their vote on whichever agenda item is on the floor, and see the result tallied and recorded in a way that can be reviewed and verified afterward — no one, including whoever built the system, can quietly alter a result after the fact.

I built the application from the ground up, but the real work sat around the question of "does the vote get recorded correctly, and can we prove it": hardening the server the system runs on, tightly controlling exactly who can do what inside it, and designing the underlying data so that every vote leaves a clear, auditable trail. It’s a project where the most important engineering is the part nobody ever sees.
